Legislation and Morality

Tacitus, Annals 3.27:
Where the commonwealth is most corrupt, the laws are most numerous. (corruptissima re publica plurimae leges.)
Horace, Odes 3.24.35-36:
What good are empty laws without morals? (quid leges sine moribus / vanae proficiunt?)
