This Theogenes is the Acharnian, whom they also ridicule for copious excretion, as is clear in Seasons.R. Kassel and C. Austin, Poetae Comici Graeci, Vol. III 2: Aristophanes, Testimonia et Fragmenta (Berlin: Walter de Gruyter, 1984), p. 301:
ὁ Θεογένης οὗτός ἐστιν ὁ Ἀχαρνεύς, ὃν καὶ ἐπὶ τῷ μεγάλα ἀποπατεῖν κωμῳδοῦσιν. δῆλον δὲ ἐν ταῖς Ὥραις.
