Lit. 'bewailing the beacons concerning you that were ever neglected', i.e. lamenting that the beacons remained so long unlit. αγπτ ηρουχίας: 'holdings of lamps', probably abstract for concrete...For what looks like αγπτ ηρουχίας read λαμπτηρουχίας.
