Government Instability

Seneca, Thyestes 215-217 (tr. John G. Fitch):
                                    Where there is no shame,
no concern for the law, no righteousness, goodness, loyalty,
rule is unstable.

                          Ubi non est pudor
nec cura iuris sanctitas pietas fides,
instabile regnum est.
